Frontline Public Affairs Update (3/13/17)

The Joint Budget Committee held figure setting hearings last week for HCPF and Department of Education (K-12).

  • Our report on the HCPF Figure Setting decisions is attached. The biggest news was their decision to draft a potential JBC bill to authorize the Medicaid Accountable Care Collaborative (ACC) Phase II and Medicaid’s proposed payment reform projects. See the attached report for more details.
  • During the Education figure setting, the JBC voted to approve the Governor’s request for an additional $9.7 million in Marijuana tax funds for the School Health Professional Grants Program, which funds school nurses, social workers, psychologists, and counselors to provide substance use education, prevention, and early intervention services in schools.

Substance Use Needs Assessment and Critical Action Plans

SB16-202 required the publication of a substance use disorder community assessment and plan for addressing identified needs. The reports were required for each of the Managed Service Organization (MSO) regions in the state. The reports have been completed and are posted on the Colorado Behavioral Healthcare Council (CBHC) website.
